I remember a similar story on Andy Griffith.

Barney takes over as Sheriff for a day to prove his abilities, but his strict "by-the-book" methods fail to handle petty town disputes effectively.
Feeling dejected, Andy convinces Rafe Hollister (a local who is wanted but harmless) to intentionally find Barney and turn himself in, giving Barney a high-profile win. Barney successfully arrests Rafe, regaining his confidence and declaring "Mayberry needs me"

Of course, that show was a comedy.
