The idea is that the middle length fish are the most active breeding pairs. Take too many of them, you won't have the smaller or the larger fish.

Sometimes the rules and regulations do really make sense, even if they work against your own selfish interests.

well, at least when fishing if you catch one that you can't keep, you can toss it back in the lake. deer hunting you can't kill a buck with an inside spread (measurement between the widest part of the antlers) of 13 inches or less.

Try explaining to someone how to measure 13 inches from 150 yards away. And good luck bringing one back to life to release it if you find out its 1/4 inch too narrow.
