Read it all and maybe you'll understand. Companies like Cloudflare were discussed as being part of net neutrality and in many cases a take down like this would have been forbidden. Just like Sinclair couldn't have throttled MSNBC, Cloudflare wouldn't have been able to take down a company because of a message they didn't produce within their overall product. Sinclair wouldn't have been legally able to ban MSNBC product on their network. Corporations like Cloudflare were discussed in their scope of the process. Sinclair would have been forbidden from throttling or blocking 8chan, MSNBC, the DNC convention just because they don't like the product.
If 8chan had paid 10x as much would they have been kicked off Cloudflare?
