Cartel kingpins and enforcers sit around in their villas hanging around their pools with the hookers. Of course tapping a pipeline is dangerous, that's why regardless of whether or not organised crime is involved the people actually doing it are desperate, you stupid selfish cunt. That's like equating a pregnant drug mule with a cartel boss.

Some of the people taking that fuel were opportunists just out for an extra buck, and some were desperately poor taking any opportunity they could to improve their lot. That's life.
